Calculating tax attributable to excluded foreign income

In a situation in which one qualifies for the foreign income exclusion, how does one calculate the tax attributable to excluded foreign income in cases in which total income exceeds the amount that can be excluded? The amount of tax paid on excluded income is necessary to calculate tax paid on nonexcluded income, for which a tax credit may be taken. More specifically, how is the ratio that is applied to total foreign tax paid calculated? IRS publication 54 does discuss this, but the ratio calculation does not appear to be as straightforward as it should be.
