Protector GR6S

I have a Protector GR6S lamp which will not stay alight. It looks like there are 2 wicks one which can be replaced which is the top one and then the other which remains in the fuel vessel. Could it be that the fuel is not being passed from one wick to another, as when the top wick has fuel applied to it it lights but when this is burnt it no longer stays alight.

I am an ex collier but always left this work to the lamproom. Any help would be much appreciated.
