FICA Taxes communication from IRS

Sir,

Based on the information available on this website I filed for my FICA taxes for my residency period. I followed all the steps mentioned by you. I recently
recieved communication from IRS that they need letter
from the university specifially addressed towards me
and copy of my W2 forms.

I contacted my university and they had refused to issue me such letter. What should I do.
The initial letter which I got from the UNIVERSITy
regarding reimbursement of FICA taxes was addressed to all the residents and that's what I submitted along with my modified return.
