w-4 form for a minor

I've read through some of your older year posts where you suggest to write 'Exempt' in line 7 of W-4 form for a 15-year old child who will earn about $3,000 working at a summer job and who have never worked before and who will be claimed dependent on the parent's return. Is it still correct? Why nothing goes in to line 5? According to instructions, it should be 1.
