Making payment of owed amount due after filing deadline

If after filing your taxes, you owe money back to the state, and cannot make payment by the deadline for filing, what can you do? I owe back and have this problem and cannot get thru on the phone lines to speak with a representative at the comptroller's office. Today is the deadline and i still have no answer as to what i need to do. I plan to just go ahead and mail in my forms without payment of the amount due today and continue trying to contact the comptrollers office to set up some sort of arrangement. Is this acceptable? I have no idea what else to do.
