If you work in Manhattan, but live in PA, you should first calculate your NY Non-resident tax return.

Then, when you prepare your PA return, you should figure out your taxes on all of your income earned during the year, and then should offset the portion of your taxes on the NY income with the taxes paid to NY. I would think that Turbo Tax would automatically figure out this tax credit for you.
