This FICA issue is an ongoing sage. The IRS keeps losing these court cases, but then does not want to refund this money to medical residents.

You would have the best chance of getting a refund of your FICA taxes is the hospital where you did your training does so on your behalf. If you send in the paperwork on your own, it will probably sit in a pile of other refund claims gathering dust.
