Go to www.irs.gov to sign up for an installment agreement to pay your 2007 tax bill. They've pretty much automated this option.

You can also complete and mail in a Form 9465 to enter into an installment payment plan with the IRS.

Each state has different rules about paying late. You can probably find info at your state's website.
