FICA returns

I spoke with my local IRS agent in California and she had great news. She told me that she has received notice of a possible pay out of our returns. She stated that the IRS will make settlement offers that first must be approved by the social security administration and the Department of Justice(DOJ). Once this happens we may finally see some money She thinks this may take a few more months to settle out. Has anyone else heard similar information from the IRS?
