sabbatical abroad

I intend to do a sabbatical in Australia for 1 year, starting summer 2014. Getting my US specialist training assessed as comparable took about 12 months and about $8000 (assessment fee) plus $1500 medical registration fee, incurred in 2013. Are these deductible expenses? What about the 3% credit card service fee for foreign transactions?

I don't completely understand your question, but whenever you incur costs in connection with programs that improve your skills in your current profession, those costs are tax deductible. Money spent on activities that qualify you for a new profession, or help you meet the minimum requirements in a profession, is not deductible.
